First of all, Thai LIB together with all other supported language were released via Automatic Update.

For normal user, there is no real benefit for LIB. But for some companies or college, Vista's LIB is give them benefit. Vista come with advanced User Interface by this case each user can have their own UI completely different. Just like a big company have number of shared computer which used by Japanese staff, Thai staff, and European staff-- each of this staff can have an account with their own language interface on same computer.     

Yes, Thai LIB is no need for Vista Thai Edition. Btw, if parent have Vista English Edition they can set up account with Thai interface for their child.</description>

Could I ask another question then? I have an Thai application previously running all good in my English XP with Thai MUI, but in the Thai Vista, one screen displayed garbage code. I was wondering why, is there any difference between MUI and language version casued this?</description>
